The discriminatory and obscure procedures for assigning consulting services without putting out a public tender and setting specific criteria are ultimately against the Greek State.

 

Specifically:

 

  1. The consultancy services regarding the Thessaloniki Water Supply and Sewerage Company (E.Y.A.TH.) have been assigned to the banks National Bank of Greece and HSBC, without any public tender, and without inviting anyone else to offer better terms to the State.

 

 2. The companies which were not invited were the brokerage companies that:

 

a. possess the necessary know - how,

b. Some of those companies have higher turnover as far as Greek and foreign investors are concerned compare to those two banks, and

c. are purely of Greek interests, something that could give a boost to the domestic capital market and contribute to the emergence of Greece as an International Financial Centre.
